Guided by the theory of sustainable development and combined with the actual needs of water conservancy planning, the basic concepts and planning ideas of water conservancy planning under the principles of sustainable development goals were discussed. A set of quantitative research methods based on the development of comprehensive index measurement DD was proposed. A new technical route for water conservancy planning under new ideas was proposed, and it was successfully applied in the Bosten Lake basin of Xinjiang.
